PVP I would suggest minmatar. Do yourself a favor of training Cybernetics to IV so you can some nice implants (the ones that boost your skillpoints).

For missions, where are you going to be running? I would recommend the Caldari Raven/Drake. The drake will get you through a lot of missions and the raven even more.

It involves relatively low requirements to fly but is very useful for small engagements.

If any of these training times seem long to you, just keep in mind that SC alt is about to start training Fighter Bombers from I-V, which will take 47 days and that's with +5 implants in all slots and my attributes aligned specifically to train drones.
